1. Delaware, Pennsylvania, New Jersey, Georgia, Connecticut, Massachusetts Bay, Maryland, South Carolina, New Hampshire, Virginia, New York, North Carolina, and Rhode Island and Providence Plantations.
2. Washington DC
3. United States is officially bordered by three oceans: the Pacific Ocean to the west, the Atlantic Ocean to the East, and the Arctic Ocean to the north.

I would have accepted #1 without the Plantations as that was not in my answer but upon googling I do see it mentioned.
